> Starting A Immigration Process In A Foreign Country, can it be transferred over to the USA

my husband( a US Citizen) and I (a British citizen) started the immigration, alien spouse petition at the US embassy in Qatar, mid east as we were living there at the time, we submitted the I-130 and the G325 and paid a processing fee of $300, we were told to come back once we had police clearance records for me, and a medical from the affiliated doctor, I had the medical but was waiting for the police clearance from the UK. In the meantime we have moved to the USA and will not be returning to the mid east, Will we have to start the whole process again here or can what the US embassy started in Qatar be linked over to the USA, we do not have A RECEIPT FOR THE MONEY WE PAID TO THE EMBASSY!? We have tried various telephone numbers etc to try and find out what we can do but cannot get any answers, the Embassy in Qatar is closed for Eid (Muslim holiday). I am here on a visa waiver program and need to find out if I can change my status here or if I will have to leave the country by the 90 day deadline on my visa waiver.
