HI. I HAVE A GREEN CARD AND I UNDERSTAND THAT I HAVE TO SUBMIT FORM AR 11 WHEN I MOVE. BUT I WILL ONLY STAY AT MY FRIENDS PLACE FOR A SHORT TIME BEFORE GETTING A NEW APARTMENT. DO I STILL HAVE TO SUBMIT THE FORM FOR THESE TWO-THREE WEEKS? OR DO I WAIT UNTIL I GET MY NEW PLACE?

If i were u, I would be on the safe side and submit the AR form. You never know. It is better to be safe than sorry. U are supposed to let the gov know where are staying all the time. If u plan on applying for citizenship later, you will better off with a record of where you stayed.
