I'm an F-1 visa holder, and I will start an OPT program soon.

When my OPT ends, I will be applying for an E-2 visa. By this time, I had already saved the capital to invest in my company.

I'm wondering if I'm permitted to start an American business entity (as a sole proprietorship or corporation) while working on OPT?

Does an applicant of E2 visa have a right to run on own risk a business before getting an approval from USCIS on E2 application?
