I have a friend that would like to visit the US what do I have to do to help him get a tourist visa

I do not think India is on the visa waiver list, so your friend needs a visitor visa in order to go to the U.S. DO NOT try to enter the U.S. without a visa. I am not even sure if the airline will let you on board unless you got the papers sorted. The tourist visa is obtained at the U.S. embassy, but there are some requirements that must be fulfilled. So, as long as those are completed, there is no reason for why the embassy should not give your friend a visa. But, this may be a time consuming process, so start early!
