I take it from your words that you are currently in the
US and she is on Moscow.
I would forget about any agencies oversees.
I would go to the State department and apply for a
visa for your spouse.
I would write them a letter and copy the same exact letter and send it to the Immigration office, the white house, your state official, your
governor and every other official you know. I would make a list of the people in that very letter and make them all know that they have all been contacted.
I did the same thing fighting for my
permanent residency. After been here for 10 years, with a bachelor in criminology and applied several times for the FBI to be a linguistic assistant. (Still waiting by the way '2 years now', I speak about 10 different
Arabic dialogs, lived in more than 5 Middle
eastern courtiers and know more about their culture that the best of them)
Send the same exact letter to all agencies and in 7 days, send out the same one again. Soon after that wait 7 more days and send the same DAMN letter again.
Tell them you are a
US citizen and you have the legal right to get your wife to this country.
P.S. include the financial state included on this post with the letter and supporting documents, pay stubs, last year taxes, student loan payments. Finish of the letter
indicating the 2 the income levels requested by your state.

Most of the people you talk to and sick and tired of every phone call they get, they cannot wait to end the call and go on to the next one so they can go
