I have a niece that was abandoned by her biological father who is a US Citizen. He is retired from the US Navy and last heard of is living in Texas. My question is that we found out that my niece has a Social Security Number making her a US Citizen. He is not nor has he ever supported my niece. He was reported to the IRS back in 2002, as he was claiming my niece even though he did not support her. Now I am checking into the possibility of bringing her here to live in the United States before she reaches the age of 18 years old. What can I do either from here in the United States or from the Philippines.
